Under current law, a person must hold an aviation radio communication license to conduct radio communications on aviation frequencies in the range of 118.000–137.000 MHz; this license grants the right to conduct radio communications in accordance with the conditions specified in the license. The rules governing radio communications on aviation frequencies are established by a regulation of the Minister of Economic Affairs and Communications.

Depending on the course, solo flights are part of pilot training, and in order to fly solo, students must, among other things, hold a valid radio communication license. To obtain this license, students must pass a radio communication qualification exam.

The components of the radio communications certification exam are:

• Radio Technology Exam – a written exam on aircraft radio communication equipment, the fundamentals of their operation, and common types of interference;
• Radio Communications Phraseology Exam – an oral exam to demonstrate that the applicant is capable of conducting radio communications in accordance with the requirements for aviation license holders, both under normal and emergency conditions, and is familiar with the relevant rules and phraseology.

The written exam is considered passed if the applicant has answered 75 percent of the questions correctly. The oral exam is considered passed if the examiner(s) have determined that the applicant has mastered the radio communication terminology used in aviation.

To obtain a radio communication license, you must submit a completed application form and report for the Radio Communication Qualification Exam to the Aviation Operations Unit of the Mobility Management Service at the Transport Administration.
